Thursday’s ruling is likely to put an end to a months-long dispute over whether Kwon should be extradited to South Korea, which first filed the extradition request, or to the United States. Kwon fought and won an earlier ruling to have him extradited to the United States, but when the Podgorica High Court ordered his extradition to South Korea, the country’s Supreme Court stepped in and delayed the extradition after the country’s top prosecutor issued a statement claiming the court’s decision had exceeded its powers. There have been numerous previous court rulings overturning previous decisions to extradite Kwon to either of the two countries.
